RCDC is a non-political, non-governmental, non-profit humanitarian/development organisation that has been working to improve the life of the Afghan people since 2002. RCDC works in rural areas and aims at improving rural livelihoods through sustainable activities that engage Afghan communities to be agents of their own development process. RCDC employs a holistic approach to all rural development activities in order to ensure the long-term viability of projects. Over 580,000 Afghans across 5 of Afghanistan’s 34 provinces have benefited from RCDC relief, rehabilitation and development activities since its establishment. 

The overall objective of RCDC is to contribute to equitable and sustainable livelihoods for rural Afghans – with a particular emphasis on vulnerable groups. As a general planning tool, the programme framework serves to keep the process towards this objective on track. 

RCDC has therefore strengthened its focus on achieving and documenting development results – real improvements in peoples’ lives and the choices and opportunities that are open to them. To enhance achievement, RCDC intends to systematically link planning, monitoring and evaluation in a dynamic process, of which the programme framework is one element (planning). 

In support of this, it is the intention that individual projects be developed under the framework, will be focused on and fully aligned to the outcomes and expected impact identified in the framework. Project outputs and activities will follow the modular standard and structure of the outputs in the framework. Monitoring & evaluation as a functional unit in RCDC will strengthen and focus on assuring progress towards identified results and for this purpose feedback information for improvement of approaches and activities. 

RCDC will measure the progress on the framework on a midyear basis.

 

Progress reports will take stock of the development of funded projects against the planned results and in turn, identify actual achievements under the projects against all results indicators.

To ensure ownership of and commitment to the programme framework, each step for its development has been taken with the involvement of concerned staff. 

RCDC is a well-known and respected NGO with a strong anchorage in the Central Highland (CH) society. It is a transparent development organisation with clear and up to date policies, strategies and with committed and experienced male and female Afghan staff in key management positions.

RCDC registered with the Ministry of Economy in 2006 under # 367. During 2016 employed 72 national staff of which 20% were women and in 2017 employed 20 national staff one out of 20 staff was female. RCDC main office is in Kabul with regional offices located in Daikundi province. The senior management team comprises of the director, program manager, M&E officer, finance officer, and field management team.
